Folio 393 apparently cover page to unincluded expediente dealing with incident August 22, 1790 in which 20 men, including sargeant at presidio San Juan Bautista, killed by Lipanes. No additional information provided. Subsequent documents concern various issues and problems regarding military and militia organization. Calzado appointed interim captain of dragones, requests 'licencia' to take trip to Mexico City, discussion ensues. Rivalry alleged between 'alcades mayores' and 'comandantes generales,' wreaking detrimental results upon military operations in area, local officials deny any conflicts. Correspondence skips forward one year, group of squadron officials inform virrey of Ugalde's antagonistic behavior toward them and others, also of role in deprivation of rights. Group also disputes appointment of 'alcalde mayor' Varela Bermudez to position of 'capitan a guerra' on grounds company commander will be obviated. Varela's installation debated while implications of previously published articles, orders interpreted. After delay of one year, Ugalde declares himself obligated by law to appoint 'capitan a guerra.' Virrey orders division of comandancia general into distinct governing bodies, outlines proposed military and political reorganization, sends letters to functionaries which explain and decree changes; officials respond, acknowledging, commenting, questioning division; Ugarte y Loyola, appointed comandante general de Poniente, accepts position, informs virrey of present relations with various Indian groups, peaceful with some Nabaxoes, Gilenos, and Mescaleros, hostile with others, even of same groups, 'reduccion' of Gilenos and Mescaleros proceeding well, worries to virrey that division of comandancia may jeopardize 'proyecto de pacificacion' due to separation of 'conocimientos' and differences between his manner of dealing with Indians and Ugalde's, appointed as com. Gen. de oriente; virrey tells Ugarte y Loyola not to worry, but realistically neither will See complete pacification in lifetime, 'acuerdos' and appointment of Indian 'auxilios' step in right direction though. Series of lengthy 'oficios' from Ugalde to virrey concerning various matters of 'Provincias Internas'; informs virrey of reasons for dividing the 'comandancia general' between east and west, basing argument on political and military inefficiency, inequities of present situation, contends that inability to communicate quickly and directly via postal service or other method dangerous, that shortage of officers developing in east, also that personal salary inadequate for responsibilities demanded; 'comandancia' officially divided, Ugarte y Loyola 'comandante general' of west, Ugalde of east; Ugalde pursues reports that missionaries treating Indians 'reduccidos' despotically, undermining peaceful relations (continued in sequence 10). Ff.117-119 concern Maria Lopez' request that her Brother Pedro inherit position as guard of aqueduct of Guadalupe, formerly held by her Husband Jose Arellano, now deceased (her signed letter to viceroy included, 1809). Ff.120-121, letter from Bentura Arellano (Father of Jose) asking that his other son Gabriel be given same job; apparently granted (1770). Another letter from 1809 states that Pedro was appointed, then fired for poor service, and replaced by Huerta. Ff.128-130 unrelated, concern putting up guard rails along sidewalk in Mexico City to keep carriages from running over pedestrians. (A. Dean, September 1989)

Series of documents centering around service of Jose Menendez Valdes as interim asesor y auditor de guerra de la comandancia general de las Provincias Internas. Menendez Valdes served in position, at half salary, upon promotion of Pedro Galindo y Navarro to asesor general del virreynato de Lima. Letters of recommendation and praise for both Menendez Valdes and Galindo y Navarro, including education and work records of both, with emphasis on Menendez Valdes. Discussion of difficult journey to Peru from Mexico (Menendez Valdes). Ultimately, Menendez Valdes returned to Guadalajara. No discussion as to his future position. (M. Longo, October 1989)

Correspondence between Croix, virrey, king, Galvez, others, in which determined that 'secretarias' of comandancia general have same right to privileges, salaries, promotions within 'real hacienda,' as 'secretarias' of virreynato. Issue begins with Croix requesting that virrey send copies of all reales Ordenes, etc. Regarding structure, treatment of secretarias in virreynato in order to 'extenderlas en los Propios Terminos' to those of comandancia general. Hierro advises virrey (See marginalia of Croix letter), confessing that extent of Croix's, secretarias' rights unclear, that Croix has promoted independence of region but now wants financial help from virreynato. Previous 'reales Ordenes' reviewed in order to solve dilemma; Croix, and officials whose futures rest on decision, plead with virrey. 'relacion de Merito,' recommendations, brief employment histories of several secretarias provided by Croix, Corvalan in hopes of promotion. Galvez determines that secretarias of comandancia general deserve same salaries (increases to come from 'fondos sobrantes' in virreynato), eligibility for promotion within virreynato; king, not virrey, will consider promotion of officials from comandancia general. Letters concerning civil appointments, personnel-salary transfers of Merino, Matamoros, Fuerte, Columna, Garrido y Duran's illness and anticipated departure for Spain and Merino's interim appointment as secretario. Numero 30 includes copies of letters describing Munoz's military service history, letter in which Munoz appointed interim governor of Nuevo Santander, succeeding Vidal. 31 includes anonymous letter from 'vecinos de Nuevo Santander' in which they accuse Vidal of stealing ruthlessly from them; authors beseech virrey to arrest Vidal, reimburse them for money, goods stolen over years; fiscales evaluate claims, but that without known accusers and more specific charges, unable to prosecute. In 32, 3 Pison Indians request assistance in returning to mission after traveling to Mexico City to 'reclamar sobre Tierras de que Les ha desposeido.' (L. Kerr, June 1989)
