A Series of letters from and to the governador of Nuevo Leon, Manuel Vaamonde, and the virrey of Nuevo Leon which discuss and an account named fraudes del herario and to foward these orders as well as talk of involving the judiciary in this matter, receipt of a royal edict not to commence the, ramos de R.tas, order prohibiting sales transactions that do not verify the purchasers true identity, an inspection made by Gutierrez and documents handed over to him at that time, the Former virreys orders to have a military company in Nuevo Leon ship their armaments to another company having a campaign; hostility between civil and military officials expressed in the following manner - he is my captain but in name only.
