Letter advising of decision by tribunal de mineria that bulk gold and silver shipments will not be permitted from the southern ports; index of letters in this sequence; letter partially explaining the decision as one motivated by the problems being encountered in ships reaching Spain; copy of testimony given to fiscal on this matter questioning the prudence of this prohibition, mentions effects on the royal fifth, understands the order to be directed at ports in Peru and Guatemala, in addition thinks that the prohibition is directed at shipments leaving said ports and headed not for Spain but for Veracruz; further reservations expressed concerning prohibition on matters such as; having miners barter a third of their holdings in metal for coin currency with the metals being given to the establishment of a provisional mint being established in Durango the shipping prohibition mentioned earlier, and an objection to royal fifth being Charged in places other than Mexico when the destination of metals in question is Mexico; letter describing instance where a shipment of metals from Peru to Mexico was turn back in accordance with new law; copies of permits related to above are requested, permission was given by presidente de Guadalaxara to Olasagarre, Parrani, and Boet. Index of letters that are included in this sequence; letter in which Arminan asks that half of the excess of his Coronel's salary be added to his salary as governor of Texas which he has carried out since 1813 and as late as July 1815; letter advising that this information be fowarded to the fiscal, tesoreria, and tribunal de Cuenta; letter explaining that his request will be honored only because he carried out both military duties (Coronel) and political ones of gobernador at the same time, increase will be given less the Media Annata related to his title; Beltran asks that junta Superior communicate steps taken in this matter to Arredondo; San Luis Potosi did not have the funds to comply with order to pay Arminan the increase in salary. Summary
Garrido states that some of the information requested was destroyed when rebels entered the town; making copies of accounts due even though their collection is not promising, imposition of notas de embarazo on treasury, attributes diminution of rebellious activity to administrative change by king and mentions decreasing number of gunboats, ships etc. In port of Veracruz, change being the dependencia del commercio libre; remission of the accounts in question were suspended in 1810 in light of rebellion and Carvajal seeks to dissuade any notion of fraud being real reason monies were not remitted. Miyares y Mancebo writes cover letter for the assorted letters of the ministers of the real hacienda which gave explanations why accounts were not remitted to the real tribunal of each. (O. Summary
Index which indicates that Arredonda has asked the administradores de rentas to supply him with the accounts of the branches they administer; Arredondo has heard that some administrators have not deposited certain sums and he theorizes that these sums are being used for speculation and commerce. Once this has been corrected sums in question will be used on troops. Requests accounting procedures information from administrators of bullets, gunpowder, tobacco, and naypes; letter written in response to order concerning accounts for tobacco and bullets, special care to be taken in maintaining confidentiality of the numbers; letter written by bennalz stating among other things that the proper paperwork is not available for tabulation mentioned above; request for totals of Tobaco, bullets, and gunpowder in the Provincias Internas de oriente since the beginning of the rebellion, has positive proof that administradors of said goods have been involved in embezzlement; asks that following areas hand in the required information without delay - Puebla, Veracruz, Yucutan, Oaxaca, and Cuanaxuabo; letter from intendente of Puebla stating that his records only go back as far as 1814; letter from intendente of Puebla stating that information requested has been sent to the real tribunal; information on goods mentioned above for Provincias Internas have been sent to the customs offices of Aguayo, Monterrey, and Coahuila. Summary
Tax on sales to be used to aid expedition sale of cards (4 real tax) and tobacco; tobacco to be packaged according to provisions. Problems among capitans affecting jurisdiction of governor over the vecinos of their presidios, capitans complain they do not have control of troops to fight enemy invasions, waiting for license to do away with all Indians who do not speak Spanish; Corbalan to Croix regarding prohibition of alcohol, complains that Mescal prohibited and not even found for medicinal use, difficulty aquiring caldos de Castilla, request that some be allowed to produce Mescal; Croix responds that the Mescal factory and use of the drink must be abolished. Pimas described cooperating in robbery with rebel Indians--Corbalan describes their tactics in escaping from troops. Corbalan sends inspection reports on Varios military groups and fiscal affairs of the expedition; lack of funds and currency. Mesia writes Corbalan about his opinion of worth of two companias volantes in Guaymas. Notification of recipients of promotions within companias volantes; discussion of provision of supplies to expedition. Corbalan will publish vandos about establishment of lottery. Corbalan to Croix regarding Alamos treasurer, and treasury instruccion written by Belena; additions to the instruccion provided which concern debtors, control of treasury keys, papel sellado, division of land among employees, collecting tribute, and cost of treasury office supplies. Summary
According to vandos, use of Mescal prohibited, and Corbalan will pass orders relating alcohol use to judges. Corbalan thanks Croix for position as governor; Belena's request of approval of chapter of instruction for directing Alamos treasury regarding return of silver and gold approved by Corvalan. Accounting of gold and silver consigned to Echeveste for processing. Report heavy rains ruining crops and mill in Horcasitas, and loss of wheat destined for troops. Request for funds for Sonora expedition and for the Alamos treasury; viceroy informs Corbalan of 4% Alcabala charge; receipt of vandos and description of their contents, including banishment of Jesuits. Echeverte provided with 67o357 pesos and supplies for the expedition, and request for more funds. Accounting of amounts of iron at Alamos factoria and its value. Corbalan informs Croix that he is sending documents on military Inspections of troops to be sent to the expedition, as well as documents on military expenses. Viceroy to Corbalan regarding prohibition of Indian use of alcohol, Indian excesses (robbery, insults) and need for punishment. Delivery of silver late, and discussion of availability of quicksilver. Lack of food supplies in Rosario, and insufficient amounts to supply boats or send to California; Valenzuela appointed capitan and Justica mayor in Mazatan. (L. L. Woodward, July 1989)

Summary
Corbalan informs Croix that he sent troop Inspections and Croix responds that he has received them. Corbalan also lists monthly salaries of military personnel and Croix replies that he knows about the changes of salaries. Corbalan acknowledges merits of two officials to serve virrey. Croix relays to Corbalan requests for sick leaves for several persons. Croix appoints Velena as interim governor; Corbalan congratulates Croix on promotion; Corbalan has received letters from governor of California and commissioner of Loreto regarding need of food supplies there and an account of goods for the Monterey military expedition.
