Nava commissions Cordero to investigate rumors Mescaleros receive weapons, munitions from Spanish which are traded to Lipanes for stock stolen from Coaguila, Mescaleros then trading stolen animals with citizens , soldiers in Norte, El Paso, San Eleazario. Lipiyan Picax-Ande Ynstintle de Ugalde may be involved. Cordero to interview soldiers, citizens there. Leaders, rancherias, locations, numbers, those not reducido; horses acquired from Indians since peace established, since order issued only unbranded, unshod to be traded; how often, how many, which Lipiyanes in Norte since peace, goods traded. same to be conducted in San Elezeario, El Paso, Norte. Summary
Preamble to viceroy's response to Castro's criticisms of peace efforts cautioning him to obey orders without delay or further discussion. Castro assures viceroy of compliance with orders insure peace between Lipanes and other tribes; troops to cease patrols, engagements with Lipanes. Revilla Gigedo responds unfavorably to Castro's initiation of measures above noting they violate, distort his orders and it is not his place to ratify conditions of negotiated peace. Castro expresses astonishment, remorse, confusion , etc. Over viceroy's admonitions, threat of retiring Castro from his comandancia. Viceroy applauds Castro's new-found humility assuring him he will not be decommissioned, only that another officer will conduct negotiations. Castro embarks on lengthy dissertation on historical nobility, loyalty, honor of himself, his family in king's service claiming his honor unjustly besmirched by viceroy noting he has petitioned king to address this injustice. Revilla Gigedo expresses increasing irritation with Castro and fact his remonstrances have not served to enlighten Castro but only inspire greater effrontery, insubordination on Castro's part. Notes matter has been turned over to judgement of his majesty for resolution. (J. Higgins, April 1989)

Summary
Detailed response to Castro's criticism of peace with Apaches Lipanes. Cautions Castro for insubordinate, self- indulgent, insulting tone, content of letter. Suggests Castro's interpretation of his, others' orders distorted, simplistic. Extermination of Lipanes militarily-financially impossible, morally deplorable. Indian attacks now decreased in number, severity. Long discussion of Lombrano's flight from Santa Rosa, seen as reasonable given cruelty of unprovoked attacks on Lipanes at Bexar, Santa Rosa by troops under Pacheco, Ugalde. Peace with southern Lipanes is rational, necessary. Discusses causes, effects of Indian unrest in Coahuila, Nueva Mexico, Nueva Vizcaya, Sonora noting Mescalero wars began due to murders by ranchers. Soquina, Soxaes charges against Munoz unsubstantiated, said can be reconciled to peace with Lipanes given proper inducements. Nava will conduct negotiations in his command, if Castro unable, unwilling to do same he will be retired and another appointed who is willing to do so. (J. Higgins, April 1989)

Contends peace plans contradict prior orders issued by viceroy, his predecessors, real reglamento of presidios, opinions of commanders Croix, Neve, Ugalde, Ugarte y Loyola. Questions Revilla Gigedo and Nava's understanding, knowledge of Indians. Maintains no benefit Santander under Caudillo Sox; Apache Lipanes hostilities in Bexar toward Comanches, other friendly tribes; their attack on Castro at Santa Rosa. Sees Nava's negotiation with Orizaba Lipanes as expensive capitulation detracting from army's ability to protect citizens. Favors exterminating Lipanes, cites Galvez plan to pit tribes against each other, increase troop numbers. Letter found seeking money and help from other Indians in order to free Juan Tonate et Al from jail in Mexico, and to join together to kill missionaries; testimony taken from witnesses; three men from San Lucas and one from Guazamota sentenced to five years in jail; three of four released after four years served, one Dies in jail; prisoners questioned; prisoners transferred; judge named; captain expresses concern Indians in towns planning to come together in resistance; question whether letter fabricated by guazamotecos; idols found which point to unrest; captain stresses that Ladino Indians from San Lucas and Guazamota not be allowed to mix with Nayaritas; fray Ibarra doubts whether the Nayaritas involved in plot based on their rusticity; residents of San Lucas and Guazamota express fear that Tonate would kill natives and steal livestock when released from jail, so did not join conspiracy to kill priests; brigade formed to stem Indian hostilities; Nayaritas and guasamotecos seen to be quiet; bishop supports request to release prisoners as crime small in relation to punishment. Originals, copies. expeditions carried out by the two following companies; primera compania de la colonia del Nuevo Santander under the command of serna for the period January 18, 1791 - March 28, 1791; segunda compania Volante de la colonia del Nuevo Santander under the command of murgier for the time period of January 22, 1791 - March 14, 1791 and additionally a unit of 72 men from 3 villas under the command of quintanilla for the period January 12, 1791 - March 13, 1791; gives details of areas explored, place names given to certain geographical areas, numbers of soldiers, supplies and weapons totals, narration of encounters with indians, information on the use of militias, nature of topography and climate; virrey conde especially happy with the last expedition commanded by quintanilla; letter stating that Pedro Jose has killed two settlers but has not been apprehended, uses the san cristoval mission for refuge; letter to vaamonde advising him to be on the lookout for Pedro Josef and naparan - misquite indians wanted for murder; letter stating that Apaches are entering the northern villages of area in late August and describes attacks so far experienced.
