Summary
Series of letters between Castro, Emparan, and Revilla Gigedo concerning Castro's complaints against Emparan. Castro accuses Emparan of hautiness, insubordination, shirking gubernatorial duties, disrespect towards Castro's wife, and lack of pundonor. Castro expresses displeasure at Emparan's being sworn in as governor. Bulk of letters treat Emparan's leaving a town without comandante general Castro's permission. Argument between Emparan and Castro over who's rank is higher is in part resolved by Revilla Gigedo's attempt to end argument by guillambaud's medical evaluation of Emparan's intestinal illness, vague discussion of all-around under-manning of presidial troops, brief reports of Indian theft of animals, and murders near Iguana and Boca de Leones, Emparan's defense of Fueros as a good, honorable soldier who was attacked by Ugalde for some unknown reason. Documents end with bibliographic index of administrative correspondence which is not included in entry. (S. Gibbs, may 1988)

Summary
Interim gobernador of Californias, Arrillaga, requests a legal opinion (consulta) as to what should be done about neutral ship which put into a Spanish port asking for aid, but then after having received help continued to land at other ports. Final decision is based on treaties, signed in Madrid in 1795, between Spain and United States, and Spain and France. These treaties define territorial limits for navigation and commerce between signatory nations. Royal orders of May 3 and 31, 1792 gave detailed instructions for protection of heartland by coast guard. These contribute to a royal resolution proclaimed on July 15, 1805, which authorized legal seizure (comiso) of ships and cargo of ships of any nation whatsoever that breaks or exceeds boundaries agreed upon in earlier treaties. Most interesting aspect of these documents, including ones to-from virrey of Buenos Aires, is great preoccupation with Anglo-American and-or British incursions into waters of Spanish territories. Opinions are exchanged which fear that many of these ships under pretense of emergency aid are actually engaged in illegal activities such as contraband and-or whaling, fur, or leather trade. (J. M. Informs viceroy peaceful state Sinaloa, even during Tepehuan revolt. Describes trouble caused by tlatole Juan de Messa, Criollo from Culiacan who killed another Spaniard, fled north. Hurdaide followed him to land Guazapares (warihio group), who trapped him in cave, burned him, cut off his hands, Head, gave them to Hurdaide as sign of fidelity. Discusses proposal to divide Sinaloa province in 2 parts. Asks to be relieved of his post, given position allowing him to care for family, pay debts more than 40,000 pesos expended in conquest Sinaloa. Complains of difficulties with padre visitor Villafane.
