Summary
Indian Pozo serves Ten years imprisonment in Chihuahua for deserting auxiliary company and causing unrest. After completing the sentence the viceroy sends him to Mexico City so as not to incite any further trouble. Cacho feels he paid his debt and learned his lesson. Was killed, needs strengthened militia in area in order to defend settlements or else will be forced to abandon; indian attack in which Spanish settlers were taken prisoner; speaks of indian attack that was successfully repelled by settlers in which wounded indian was heard to say that he wanted confession. On way out of village indians took captives including children; need for better horses and weapons to fight off the indians, complete letter by justicia mayor describing situation of hostilities in area; scathing letter from Revilla gigedo to vaamonde admonishing him for his insolence in regards to some comments he had made previously on the organization of the two companias Volantes as being reason for the inability to effectively neutralize indians; report documenting indian attacks between August 5, 1791 and August 19, 1791; letter from vaamonde ordering that militias of 15 men be set up in order to explore their surrounding areas for 15 days and people of the area should provide the munitions and supplies needed for these expeditions; letter from vaamonde explaining his idea of reorganizing the two companias Volantes and the compania del punto de lamparos into 12 groups; letter telling of the arrest of indian Pedro Jose. Responsible for attacks on Nueva Vizcaya; lengthy account on how local people in settlements collaborated with Apaches and other bands to attack towns- gives names of towns involved and indians collaborating; Ugarte y Loyola asking for more autonomy in handling indian disturbances, seeks to have a previous order limiting his jurisdiction rescinded; points out which towns have been more prone to this type of sabotage, offers suggestions on how to proceed; response to letter above telling Ugarte y Loyola to proceed as originally directed with regard to sentencing and refusal of his suggested reforms; Ugarte y Loyola agrees to work with auditor de guerra on sentencing and send more troops to areas affected by problem of collaboration. Being abstacted here; submittal of the diario de comision and quaderno by Borica; resumption of visita throughout Nueva Vizcaya by Borica in accordance with orders received by Revilla gigedo despite the deterioration of the horses with one of the primary purposes of checking the abuse of indians within the mission system; diario de comision written for visita mentioned above; suspension of Borica's visita due to the rainy season in the remaining jurisdictions to be inspected, decision made to wait so that a proper inspection can be made, delaying the submittal of the recommendations made for the jurisdictions already inspected until entire visita conducted, no incidences of fugitive missions in areas visited so far, problems have emerged on use of indians by jueces and misioneros without remuneration and also in the administration of justice system; Borica fulfilling the duties of ayudante inspector in the villa where he is located until the rainy season passes; content of Borica's visits which include information on Spanish and indian populations, haciendas and ranches, pardon of 4 prisoners sentenced to death, 6 thieves, aprehension of various delinquents and fugitive indians from the missions and their rehabilitation, population figures for indians and comments on their activities and unjust use of their labour in agriculture performed for others, remedied this last situation, prohibited the continuation of having indians punished by judges and stimulatd them to respect ministers and apply themselves to the christian religion, inspected archives of the ruling bodies of the 24 jurisdictions for their improvement and coordination, in each pueblo a file established during visita noting number of indians in each, local circumstances, language spoken, character, property owned collectively and individually, pressures they felt and what Borica did to alleviate these, the fact that other measures still need to be implemented, advises haste on the latter, nava seeks virrey's guidance on measures still to be implemented; sealed letter from virrey conde de Revilla gigedo to the fiscal de lo civil summarizing the activities and correspondence associated with Borica's visita as has been done above; acknowledgement made by virrey of correspondence from nava on subject of Borica's visits. Includes 4 unrelated expedientes, numeros 22-25. Numero 22 concerns claim made by teniente de justicia that administrador de Alcavalas has used position to inherit valuable 'alhajas' from deceased 'tio,' official of the real; teniente addresses complaint to virrey, as governor off fighting Indians; 'alhajas' were to be given to Senora Garza, whom official planned to marry. In 23, Quixas requests 'licencia' to leave company for short while and travel to Mexico City; offers history of loyal military service, participation in campaigns, in defense of solicitation. In 24, Hoz, captain whom Lasaga says served province, country well defending citizens against Chichimecos, others, requests permission from governor and virrey to return to Spain because of poor health. Summary
Concerns letters from Cordero Ruiz and Amezua, asking government official to approve refund of money which was given to alcalde baes for military protection of real de Vallecillos. Series of autos and testimonies dealing with prosecution of Amezua and Cordero Ruiz, who are accused of illegal handling of stores and silver mines. Amezua was put in jail and got sick before testifying. Cordero Ruiz escaped from jail. Court reviews Cordero Ruiz and Amezua's claim of having businesses and silver mines. Summary
Vizcarra, accused of disloyalty, murder and other crimes held in jail at Durango. Sentenced by comandante general Ugarte to 10 years of hard labor in leg chains to be served at real obrage of Encinillas. Intendente of Durango, Diaz protests to virrey that actions by Ugarte involving military courts belonged to office of intendente, therefore accuses gobernador of insubordination and comandancia of incompetence. Requests from virrey copy of real cedula of 1785 defining duties. Interesting for conflict between officials over jurisdiction and responsibilities of intendency versus gobernador of Provincias Internas during period of implementation of administrative changes in New Spain. Documents include royal cedula outlining reorganization of Provincias Internas, responsibilities of gobernadores, intendentes and other officials toward office and king. Topics include taxes, administrative territories and interaction between civil and military departments, fiscal obligations, salaries, goals for defense and economy. Galvez' dictado provides information specific to conflict of responsibilities and personnel undergoing administrative changes in Provincias Internas in 1786. (J. M. Johnson, August 1987)
