Summary
Lengthy document by Garrido y Duran informing Revilla Gigedo on the causa de policia,judicial, economic, and military conditions of Sonora and Sinaloa up to 1790. On judicial Side, it is mentioned that province consists of 11 jurisdictions headed by a jefe de tribunal with the power to appoint local town officials; these officials operate without salary due to lack of funds caused by Apache depredations and poor harvests. Mention that in the recent past Indians were forced to work in mines, haciendas, and Ranchos, and that they were exploited and did not have time to cultivate their own land; now he has prohibited this, and that Indians will work on a voluntary Basis. Discussion that community wealth is administrated by the missionaries, and that they often are more concerned for their own interests allowing community conditions to deteriorate. It is also mentioned a lack of prisons. With respect to causa de policia, it is mentioned that Apache attacks have frightened the population and have prevented increases in commerce, mining, agriculture, and animal husbandry. Mention of lack of civil and administrative office in many towns; there is lack of hospitals, casas de Obraje, schools, and public meat and seeds stores. Mention that people are divided in two groups, one consisting of good people involved in commerce, mining, and agriculture; the other consisting of house servants and Manual laborers, who are drunkards and have other vices. Economics- list of different tax collection offices. Mention of the different partidos as well as the people holding these offices and amount of money payed for such offices. In order to attract more merchants to frontier, no tax is Charged on their goods. With respect to military affairs, it is mentioned that enemy Indians live in dispersed hamlets, lack supreme chief, and operate separately; Indians described as thieves. Mention of 6 military groups of soldiers, and 3 of Indian auxiliaries; short discussion of soldier's living conditions in presidios, as well as expenses involved for maintenance of troops. (J. Copies of letters to Corbalan concerning Hiaqui and Mayo Indians must pay tribute to virrey. The letters also mention that indio Calixto must be reducido (to defeat him). Corbalan answers that Indians in his Jurisdiccion can not pay taxes because they are very poor. Summary
Copies of documents dealing with tax collection. The provincias surrounding Culiacan must contribute with Alcabala taxes to real hacienda de Guadalaxara, it is said. However, Barco argues that Galvez decided that Culiacan would have its own real hacienda, and therefore no taxes should be sent to Guadalaxara. It also discusses which ethnic groups around Culiacan must pay taxes. Some pages, introduced with out order, deal with Indian rebellion in Colima. The Indians are prosecuted and killed by Vildosola. Indian group not specified. Discusses strategies for Indian pacification, and the amount of taxes Indians must pay. Torres asks directions from the virrey concerning what to do with Indians who have no clothes, food, homes, nor farm animals. The Rio Culiacan is said to have grown up and produced problems for the Indians living around Villas de Culiacan, Sinaloa and el Fuerte. Corbalan's petition to virrey requesting that he not ask the Indians of Culiacan for taxes (Tributos) due to the losses they have suffered from the rains and floods in the province. (R. Series of documents concerning the request by Antonio Gonzales Tellez, Piloto of the Navio San Lorenzo, to stay in the port of San Blas and to post guards around ship until he is recovered from an illness and can go on to Sonora, his destination. He is concerned about the poverty of the area and wants protection while being detained. Tellez is given permission to continue his office as Piloto de la real Armada and is given 200 pesos to outfit his March to Sonora. F. 344 is a brief treasury report. Concerns present military crisis of Nueva Vizcaya; describes settlements; enemy raids; economic decline (in cattle and in mining); reflection on nature of war, emphasizing its cruelty, death and destruction; goods taken by Apaches (clothing livestock and tobacco); actions of Galvez in defense of province; shortage of charcoal, water in mines; Apaches strategy and tactics; many advantages enemy enjoys; their clothing, crops, campaign logistics and weapons (bow, lance, Shields, Cueras and use of guns); comments on Apache scalp dance; describes Chihuahua garrison; prospects of new campaign; need for recruits; notes many non-Indian fighting duties of presidios; reflects consequences of relocations; proposes new presidio sites; considers hard life of soldado de Cuera; his equipment; problems of pay; revenue from tobacco monopoly; Bucareli sends word that he has called council of war to evaluate situation in detail (J.
