Summary
Series of documents dealing with gubernatorial correspondence against Indians, prisoners are taken, 32 casualties are inflicted on Indian forces including women and children; Capitancillo antel turned himself in after his Father capitancillo Chiquito was devoured by a bear; military campaign is launched against Indians who had stolen horses, actions left several soldiers killed by Indians in a prolonged battle; Lipanes surrendered and went to live at the presidios after they were offered good treatment; report is given that Indians are engaged in a controversy among themselves, situation that would favor an alliance with Spaniards; statistical chart showing number of Indians who are in peace with Spaniards, chart includes men, women and children in rancherias which are named with the name of the Indian leader. A detailed explanation of 54 articles that are relevant to the comission that Ugarte y Loyola will undertake which discuss the battle tactics and customs of Apaches especially as it relates to their dead, success against chiriguaris, peace treaty with Apaches, continued attacks from outlaws and instructions for remedy of this situation, freedom in troop use, renewed pardon, the right to hang on the spot any person caught actively collaborating with the Apaches, instructions on how to handle military prisoners, situations in which Indian labor is exploited, travel restrictions, abuses against Indians with their grain harvests, census of Indians, giving priority to Indians in use of lands not now under cultivation, inappropriate distribution of people in settlements, Jesuits confiscation of goods to be reversed now that they have been expelled from area, instructions on visitas, reduction of Taraumares in Sierra Madre under the colegio de Guadalupe de Zacatecas, military use of Indians by generals and tenientes, and abondonement of the real Tabahueto. Responsible for attacks on Nueva Vizcaya; lengthy account on how local people in settlements collaborated with Apaches and other bands to attack towns- gives names of towns involved and indians collaborating; Ugarte y Loyola asking for more autonomy in handling indian disturbances, seeks to have a previous order limiting his jurisdiction rescinded; points out which towns have been more prone to this type of sabotage, offers suggestions on how to proceed; response to letter above telling Ugarte y Loyola to proceed as originally directed with regard to sentencing and refusal of his suggested reforms; Ugarte y Loyola agrees to work with auditor de guerra on sentencing and send more troops to areas affected by problem of collaboration.
