Accusation that military campaign against indians has been slow and inefficient, goes into detail describing steps and strategies he has employed, attests to fact that he has also followed the virrey's orders to mount offensive campaign near Rio Grande (northern part), asks for reestablishment of two companies abolished by ugalde so that they May be transformed into 12 units, argues that the presence of these added troops would help encourage additional settlement and thereby add to sums collected in the form of diezmos, attack on presidio of punta de lamparos, indians attack yguana as one unit and then split up into two units and remain in area; vaamonde explains letter written to virrey in which virrey interpreted as being insolent, major point of contention being vaamonde request that two companies mentioned earlier be reestablished, cites the fact that indian attacks have increased because of the absence of the companies and that the area is a frontier and needs troops in order to establish the uncontestable reaches of the province, argues that the organization of these troops into 12 units of 29 men each would in some cases make for more successful settlements because the settlers would have as their primary concern things other than indian attacks, strategy he would have liked to use with the troops at his disposal would have been to keep them on the move continually so the indians would not be able to plan attack but small number of men and illness have made implementation of that strategy impossible. For that reason he seeks reestablishment of aforementioned companies; letter explains that the two companies abolished by ugalde without consultation with the preceeding governor Gonzales de santianes, says that when he requested the reestablishment of these from the current comandante general de armas Ramon de Castro he was severely rebuked and told that Coahuila was in dire need of said troops, makes same request of virrey and includes proposals on how this company would be paid -excise taxes, cites depopulation and poor agricultural output as consequences of settlers fears and divided attention, successful settlements would also improve the commercial integration of all of New Spain since these areas produce some important commodities, excise taxes to support troops would then be cost effective since vaamonde reasons producton in area would go up as well as consumption from added settlers; letter to virrey from vamonde telling of events in area as related to him by Ramon, information on troop movement in area of punta de lamparos and speaks of orders given to Ramon directly from Castro; letter from virrey to vaamonde mentioning his order on the subject of the reestablishment of the companies mentioned, will advise him on his decision. Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Lipanes that include corn and salt; attempted meeting between sas and commandante general will not occur until sas receives word on lipanes in San Antonio; aga informs military that sas is not authorized to accept or reject peace that is responsibility of canoso and he is currently occupied with war against other nations; another obstacle to peace is the accusation by lipanes that ugalde aided comanches against lipanes; lipanes request gunpowder; munoz states that he has gotten cooperation from lipanes and seeks nava's cooperation in supplying indians with some of the goods requested, possible French involvement in the intertribal wars among indians; letter informing that munoz has come to an agreement with lipanes de arriba and has sent emissaries from this last group to persuade the lipanes de Abajo to comply by resettling where they previously were - the other side of Arroyo del atascoso; has authorized the use of force (aided by Spanish supplies) to compel lipanes de Abajo to accept peace treaty, also mentions possible use of comanches to do the same is another option; talks of some of the military obstacles that May be encountered in forcing lipanes; meeting held with sias and others with translators explaining peace treaty and their acceptance of the same. Concerns Indian raid on Rio de San Marcos by Lipanes after they had sent emissaries to speak with military; letter which mentions some intertribal hostilities between Lipanes and Tarcahues; information on marriage custom in which male Lipanes married female Vidais and Orcoquizacs and male Orcoquizacs marrying female Lipanas; Munoz suggests that gift promised the Lipanes be given them in order to engender trust; letter to Munoz advising him to be aware of the danger inherent in allowing Lipanes to form alliances with Indians of north; mention of a possible negotiation with Lipanes for which Ugalde is instructed to bring any captives he holds to San Antonio realizing that that this is not possible for two days because there is a war being fought by Vidays, Orcoquizacs, Atacapas, and Cocos against Tarcahues; accusation that Comanches may have been aided by soldiers in attacking Mescaleros- disputed by military, possibly Indians using uniforms of Spanish killed in earlier battles; goods given over to Comanche leader - horses, mirrors, tobacco, Vermillion. Summary
Concerns Ugarte's explanation for disagreements with Ugalde concerning method of defense for provincias. Ugarte agrees to remain in Chihuahua to meet with Ugalde. says both commanders should grant peace to Mescaleros in Nueva Vizcaya despite Ugalde's disapproval. Ugarte says Ugalde's information is incorrect and was gathered by ignorant people. says his own proof more reliable regarding controversial issues. Asks permission to send expediente directly to king. Asks virrey to review miserable results of Ugalde's campaign. Ugarte includes informe by Maynez relating peace request by Mescaleros. Maynez told messenger to return with food and tobacco as proof of intent while waiting for virrey's reply. Virrey denies request due to planned campaign by Ugalde to intimidate Indians in area. Orders Ugarte to maintain war against Gilenos. Discusses placement of his troops in different areas in north. Grants permission to send expediente. Concerns Vaamonde's complaint that he is unable to properly protect provincia without two companies taken by Ugalde. says troops he does have lack military uniforms, arms, horses and have difficulty feeding their families. Indian attacks result in murders, deterioration of commerce and difficulties for curas. Includes accounts by Gomez describing raids and murders in ranches and activities and movement of attacking Indians. says soldiers in remaining troops must work in fields, can't afford to leave. says Ugalde has taken more than just two companies. Requests virrey to return both. says Ugalde's inappropriate attacks on peaceful rancherias resulted in increased Indian insolence. Virrey says Vaamonde must take issues to Ugalde. says should be receiving assistance from other provincias but policy allows individual governors to determine where assistance is needed. In 21, comerciante Fernandez outlines glorious potential of maritime trade between Veracruz and Nuevo Santander, arguing that salt, plomo, Carne, Lana, other necessary goods could be more easily and cost efficiently traded by sea than land, if government tax and other policies were to encourage, not discourage, maritime entrepreneurs; fiscales promptly denounce Fernandez's 'representacion,' stating that 'no tiene Cosa substancial.' Summary
Extremely repetitive Series of complaints by Noriega and Sierra gorada to viceroy for failure of Gonzalez de Santianes to respond to Indian raid against San Juan hacienda with troops from nearby guarniciones at Soto la Maria and Santillana, and for general lack of vigor in pacifying Indians in Nuevo Santander. Summary
Cotrino becomes Alcalde mayor of Nombre de Dios after death of Gomez Sanudo. Testimonies from Gomez Cordera, vallartas, aryza, concio, Cayetano, Casasola, Sadzon, and Alfaro y alzedo protest Cotrina's appointment. Objections to Cotrina focus on cotrin's conduct and occupation in Guadalaxara. There, under the pseudonym Franco, Cotrina played the role of Galan in a local theater. Casasola says Cotrina consorted with Juana Ximenez and did not play opposite his wife, instead acting opposite another woman. Sadzon states that cotrina's history as an actor shames the position of Alcalde mayor and suggests that another be named for the post. Testimonies detail aspects of the performing arts, salaries of civil officials, different kinds of tobacco, and the appointment process of Alcaldes mayores.
