Documents contain information resulting in formal establishment of Guemes. Describes well drilling and associated difficulties at various levels. Escandon and others conduct review of people, land, Indians, crops, rivers, timber. Contains complete lists of families and Escuadra including names, ages and property owned. Describes planting of crops. Abundant Mesquite and Nogales. Reports from others telling Escandon that more people coming to Guemes. He must allocate more corn and tools. Escandon says must plant wetter lands in sta. Anna because of difficulties in well construction. Also says have taken so much Cascara of Sabinos that have left them dry and dying. Practice will punished, must use palms for roofs. Instructions for Ciprian to direct residents and congregate residents. Escandon names location for mission. Includes city plan. (M. Concerns autos, plans and conditions for establishment of Reynosa by Escandon. Area first populated to pacify Indians, become familiar with the land and to test feasibility of irrigation in area. Escandon provides instructions for agricultural methods until construction of well completed. Escandon conducts, with assistance of others, review of population, property, land, Esquadra and Indians. Asks for reports regarding probability of permanence of Indians in area and need for new mission. Contains list of families including marital status, name, age and property. Contains list of Esquadra with same information. States conditions for population and Esquadra and their obligations to the town. Provides information on all Indian nations, whether armed or not, name of capitan, where raised, if baptised and likelihood of remaining peacefully in area. Mentions food supplies and basic sustenance. Contains list of property in town including horses, cattle and mules. Includes detailed description of land and digging of well. Mentions which lands need irrigation, which are fertile. Indians working for Spanish are given clothing and dry-goods. On indians and other ethnic groups changing place of residence unless they have the proper certification obtainable from the local judicial body or parrish, restrictions on travel in the frontier zones, restrictions on indians settling permanently on haciendas or ranches (only seasonal labor), travel papers needed for everyone except those working for certain ministries; penalties for violating these restrictions and instruction on dissemination of this information; rules to be effected in order to correct irregularities in supply of grain that specify methods of counting grain, the distribution of surpluses, pricing policies, prioritizing groups to receive the grain, the distribution of seeds and the dissemination of this information; the lack of proper record keeping of royal announcements and decrees, how this effects the continuity that should be present during changes in administrations and appointments, fines to be exacted on officials who are remiss in these matters, and the appointment of Borica to oversee the project to remedy the situation. Summary
Concerns order to put troops of Chihuahua under Cuellar's command. Copies of various documents and testimonies concerning cabildo of Chihuahua, formed in 1766 to decide over funds, provisions, and arms for auxiliary Indians and soldiers to fight against Apaches. People in cabildo named by Ayuntamiento of commerce and mines of Chihuahua. Mention of several incidents of Indian depredations, list of volunteers from Julimes to fight against Indians included, also mention of captain de la Cruz of naciones Nortenas to join in campaign against Indians. List of miners and merchants and discussion of bankruptcy of Nueva Vizcaya and of necessity to collect funds not only for war but also for construction of church. Discussion of extra funds to be collected from merchants and miners and from anyone who wishes to donate grain, horses, weapons etc. Cuellar is to collect these donations.
