Bauptista de Anza notifies Bucareli about defense strategies adopted in order to defend provincias de Sonora against the attacks of Indian Seris and Apaches. Lumbreras notifies Bucareli of discovery of silver mines next to presidio de San Carlos, at Sierra de San Marcial. Lumbreras suggests Bucareli to erect a new town -real de San marical- at the site. Includes a very simple map of the town to be erected. Includes a description of the site as well as the number of mines, the number of workers to be employed for the mines, and an estimation of the amount and quality of silver expected. (R. Index of documents appearing in this Series; index of official letters that were issued by virrey de Nueva Espana to the intendente Interino which were not answered nor circulated as military and hacienda heads to take charge of goods of recently deceased, the naming of Gonzalez Carbajal to the secretario de Estado, orders giving Gonzalez Carbajal power of media firma and powers of exemption in matters pertaining to general treasury, orders to recover quicksilver leaving port of Veracruz and obligate those owners to sell it to the hazienda publica o to the miners, request for employment information in the province, that ecclesiastical benefits to institutions that are actually vacant as well as interest paid to chaplaincies that ar likewise vacant be paid to the ministers of the treasury instead Bonavia ordering intendente Interino of Durango not to follow orders emitted by virrey until an investigation has been conducted as to the effect of these measures on comandancia general; letter from Espejo to Calleja attributing the delay in fulfillment of his orders to Bonavia's actions as mentioned above; Bonavia had communicated similar orders to fiscal Sagarzurieta; fiscal asking Calleja to take unidentified action against the insubordination of Bonavia; letters communicating these sentiments to Bonavia; letter from Bonavia to Calleja on subject of establishment of ayuntamientos; Bonavia responds to virrey about plan to have sub-inspector general remedy abuses that officiales commit with use of temporary exemptions by stating that in his garrison none of the cited abuses are taking place and therefore the circulation of this information is deemed unnecessary. Very useful analysis of conditions of Nueva California with details as to funds and costs to be incurred by military and include - economic benefits and improvements in cattle raising, improvements in agriculture techniques and crops grown. Role of missionaries and changes due to and since Jesuit expulsion. Provisions to be supplied to Indians, settlers, military and missionaries; militia formation; housing and choosing community leaders; required annual inspection of establishments; work habits, recreation and rewards to combat idleness. Salt supply and transportation. Appeal to be made to viceroy to enforce law should clergy refuse to oppose regulations. Relocation of include - establishment of towns, workshops, mills with suggestions on where to locate, what to produce, what to teach Indians. Military service for residents of Nueva California. Use of whale sperm and fat. Shipbuilding. Development and taxes. Investments and profits. Accounting procedures for agriculturalists and religious. Military, religious, Naval salaries. Summary
Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

Lasaga is advised to inform comandante general about his intentions to establish new settlements before proceeding to cut down on costs. Lasaga proposes taxes to help fund project. Conde de la Sierra Gorda asked to disclose Actual assets of Missiones in Nuevo Santander. Lasaga describes difficulties he vastness, rough topography, poorly armed settlements, not enough militiamen. Mentions that southern part of province is consolidated, north still a problem. Advises that new villages be placed at Sierra de Tamaulipa Vieja, 20 leagues from Altamira, Marina. Idea to auction assets of missions that have decreased Indian populations in order to fund new villages. Discusses formation of two companies recruited from outside province, to be paid from revenue of estanco del tabaco; mentions weapon shortage in area. Index to quadernos (numbered 1-16) concerning Indian raids in Sierra de Tamaulipa, peace proposals by village Indians, damage done by palalquelquas, Lazaga's discussion of Chichimecos, transport of Indians in chaingangs, troop increases, supply of weapons for troops, proposed peace with Lipanes, efforts at pacification in Nuevo Santander. Lasaga emphasizes need for additional settlements to counter advantage Indians have attacking existing settlements; proposes two - three new settlements of Approximately 50 people; outlines measures to be taken to make settlements economically viable, integrated with existing settlements. Mentions success of other settlements created for greater defense. Mentions legalities of ensuring equitable land tenure; certain amount of land would be set aside for livestock to remove expensive need to import meat from Veracruz. (O. Velez, February 1990)
