Summary
Request for troops, funds and arms to be prepared for accidents or invasion by pirates. Fear that marriage of king of Spain with daughter of revelde of Portugal could endanger Havana, such as an invasion by English. Many soldiers have fled especially after receiving their latest pay and were unable to pay their debts. Request for funds to repair the fortifications of the 5 castles and repair 1500 fire arms. Provides figures of 1000 infantry plus mulatos and free blacks and slaves who are in military service. (L. L. Woodward, August 1989)

Summary
Correspondence with Roque de Medina regarding Provincia de Coahuila. Informes include report from Lipan of fighting between Lipanes and Comanches (total of 300 Indians) in Rio de San Diego. Roque de Medina expresses fear of providing Lipanes with gunpowder and cannons. Lipanes have great fear of Comanches. Request made of Texas gobernador to furnish Monclova with necessary supplies and ammunition to aid Lipanes. Cannons taken from Adaes to fortify Monclova. Report of Apache March to Santa Rosa to cause damage for unknown motive. Talk that Lipanes should be treated with much love so they become rooted in Christian faith. Continual praise of Lipan faithfulness and aid provided in hostile situations. Inspection of presidio Sacramento and its state of fortification and defense. Establishment of presidio Babia and its need of shotguns met by warehouses of San Luis Potosi. Martinez Pacheco presents information regarding relations with Mescaleros and Peyotes. (J. Concerns approval that Ugarte y Loyola gave Pacheco's request for additional gratification funds (discussed in preceeding folios), mentions documents related to the state of horses, request for the current status of accounts dealing with rifles and gunpowder, salary raise suggested for Pacheco denied; before commencing with gratifications to Lipanes, junta Superior de real hacienda reviewed matter and gave responsibility of distribution to Ugalde; Comanches Orientales not to be one of the groups to which gifts are given to, reasons for this decision are located on ff. 0460-0461 and have lines crossing pages out, mentions the establishment of peace with Comanches during this time period, request for an estimate of the value of the goods being given to the Indians and also gives the transportation costs to San Luis Potosi, mentions need for information concerning gratifications to Comanches (earlier had mentioned not giving gifts to the Comanches), and reimbursement of funds used for gift giving. Lasaga is advised to inform comandante general about his intentions to establish new settlements before proceeding to cut down on costs. Lasaga proposes taxes to help fund project. Conde de la Sierra Gorda asked to disclose Actual assets of Missiones in Nuevo Santander. Lasaga describes difficulties he vastness, rough topography, poorly armed settlements, not enough militiamen. Mentions that southern part of province is consolidated, north still a problem. Advises that new villages be placed at Sierra de Tamaulipa Vieja, 20 leagues from Altamira, Marina. Idea to auction assets of missions that have decreased Indian populations in order to fund new villages. Discusses formation of two companies recruited from outside province, to be paid from revenue of estanco del tabaco; mentions weapon shortage in area.
