Correspondence between Loyola and virreynato re: exemption of hacenderos in Nueva Vizcaya from arbitrary taxes; abolishment of branding slaves on face or back; Loyola responds to royal order re: exemption and freedom or rights on commercial interchange between vecinos and provinces of Sonora and California; quote of letter from Marques de Sonora to be communicated to gobernador de Monterrey re: provisions shipped to California via San Blas; twenty copies of bando re: use of old coins to be published in provinces. Concerns increasing sales tax by 2 and maintaining privilege of exemption of reventa. Virrey grants pardon for several imprisoned smugglers. Serna and Echeagaray reprimanded and released from prison by Castro. says needs housing for soldiers since shacks are subject to fire. Also, primera compania needs additional storage. Includes letter from guerra relating troop movement. says Camoteros are friendly but can't be convinced to aggregate to nearby mission. Suggests construction of new mission. Lack of soldiers prevents campaigns against Apaches. Suggests building bastion at presidio for more protection. Castro mentions formal recognition of Texas' Mineral wealth. Concerns annual report of recent measures taken to increase population, agriculture and roads. Concerns proper treatment and relations with Lipanes. Castro delegates request by virrey for audit of guerra and Serna's expenses to San Maxent. Includes San Maxent's evaluation and documentation of expenses. Acknowledges orders for building school in Granada, relieving governors of responsibility of paying Media anata and prohibiting minting of coins. (M. Dannemiller, October 1988)

Arrieta mentions publication of bandos, raising of compania volante de Valle de San Bartholomeo, deliberates over acceptance of volunteers Menocale and Peru into military forces and relates Indian murders and attacks on various haciendas. Naval administration: Camacho returned from trial run of new fragata Nuestra Senora del Rosario (aka La Princesa), Arteaga's suggestions of improvements that should be made; Goleta Sonora sent to Guaymas as requested by Croix; Capellan Nozedal died, discussion of replacements; memorial of Corchador Torrens and request for increase in salary to be sent; still haven't liquidated salaries of various naval personnel.
