Summary
Escandon sends virrey detailed information about the devastation caused by the rains. Escandon sends a capitan to receive supplies the virrey wants to give. Also Escandon requests military promotions for those who worked hard in the disaster. In another letter Escandon describes actions taken by capitan Barverena in the capture of rebel Indians; auditor Altamira makes comments on the letters of Escandon suggesting to the virrey certain actions to take in the new colony. Summary
Series of documents dealing with Indian and military Lipanes; peace treaty between Spaniards and Lipanes de Arriba (points of the treaty are included); campaigns against Lipanes de Abajo; capture of Indians who are giving up their weapons and surrender in the presidios; Indian women are taken prisoners; trade of weapons between Indian groups; alliance of Spaniards with subdued Indians; unconditional surrender of Indians who later are used in mission's agriculture; permits and passports given to Indian allies to negotiate with Indians rebels (Lipanes de Abajo); Indians express unhappiness due to extreme harassment by Spanish commander; Indian surrenders who had stabbed a military official. Towns need be established to support troops in presidios in order to counter Indian hostility; areas sought with water, farmland and nearby woodland; line of frontier towns proposed for depopulated Conchos regions; 200 people of 41 families established; some irrigation undertaken, but lack of rain caused poor harvests; re-establishment at Pilar de Conchos advised for ease of reconstruction of dam and plentiful irrigable land; notice of establishment of population received; includes unrelated claim by Apache Indian (Manuel) concerning civil case; repetitive and superficial. Accusation that military campaign against indians has been slow and inefficient, goes into detail describing steps and strategies he has employed, attests to fact that he has also followed the virrey's orders to mount offensive campaign near Rio Grande (northern part), asks for reestablishment of two companies abolished by ugalde so that they May be transformed into 12 units, argues that the presence of these added troops would help encourage additional settlement and thereby add to sums collected in the form of diezmos, attack on presidio of punta de lamparos, indians attack yguana as one unit and then split up into two units and remain in area; vaamonde explains letter written to virrey in which virrey interpreted as being insolent, major point of contention being vaamonde request that two companies mentioned earlier be reestablished, cites the fact that indian attacks have increased because of the absence of the companies and that the area is a frontier and needs troops in order to establish the uncontestable reaches of the province, argues that the organization of these troops into 12 units of 29 men each would in some cases make for more successful settlements because the settlers would have as their primary concern things other than indian attacks, strategy he would have liked to use with the troops at his disposal would have been to keep them on the move continually so the indians would not be able to plan attack but small number of men and illness have made implementation of that strategy impossible. For that reason he seeks reestablishment of aforementioned companies; letter explains that the two companies abolished by ugalde without consultation with the preceeding governor Gonzales de santianes, says that when he requested the reestablishment of these from the current comandante general de armas Ramon de Castro he was severely rebuked and told that Coahuila was in dire need of said troops, makes same request of virrey and includes proposals on how this company would be paid -excise taxes, cites depopulation and poor agricultural output as consequences of settlers fears and divided attention, successful settlements would also improve the commercial integration of all of New Spain since these areas produce some important commodities, excise taxes to support troops would then be cost effective since vaamonde reasons producton in area would go up as well as consumption from added settlers; letter to virrey from vamonde telling of events in area as related to him by Ramon, information on troop movement in area of punta de lamparos and speaks of orders given to Ramon directly from Castro; letter from virrey to vaamonde mentioning his order on the subject of the reestablishment of the companies mentioned, will advise him on his decision. Disputing accuracy of reports filed by laso and rascon on conditions of indians and testimony of larusa which contradicts the favorable conditions presented by the former; mentions the misionarios apostolicos de Guadalupanos as properly abiding by standards for indian treatment set down by government; letter written to rouset de Jesus mentioning irregularities found in missions and general theme being that treatment of indians as witnessed by Borica leaves much to be desired; efforts made by Borica to alleviate sufferings of indians, gives example of correcting situation in which they are used to transport the correspondence of judges over long distances without proper supply of food or without pay, mentions Estrada as person with whom he had most opposition on this matter; travel diary from 3-29-1791 thru 4-1-1791, visits pueblo of Bernabe where he freed indians from servitude to priest and took action on their complaint of being forced to drain mines-made this Voluntary, prohibits the practice of outsiders cutting firewood from their mountains without compensation, padre doctrinero of Santa Rosalia seeking to llebar ovenciones to the indians since the time that Borica prohibited forced servitude of indians Borica responds that he does not have authority to grant request, authorities concede that indian labor is vital for the operation of the mines notes the benevolent service of laso de la bega towards indians.
