Sibubapis go to the mountains and hills in order to hunt and gather food since the mission does not have enough food to feed them. Sibubapas are described as being reticent to attend Christian mass. Investigation is by governor Sandobal questioning all personnel involved with administration under Bustillo and Indian heads and people at large in province. Letters to viceroy by San Fernando settlers requesting and accusing governor of abuses. Governor has taken away water rights given to them by king, imprisonment for some of their members for protesting and not allowing them to leave area to seek medical aid when sick.
