Report made up of group of letters concerning vagrancy problems on northern frontier; includes notes on Indian attacks; need for Indian labor in mines and haciendas; payment to Indians in Inferior goods; use of Penal labor; reluctance of some Indians to work as day-laborers; visit of Galvez; legal actions of Galvez, Corbalan and others on pay; Croix's inspection; raids on various settlements; types of labor involving Indians (charcoal making; cultivation; Adobe making; mine drain construction; firewood and lumber cutting; livestock tending; Mule train servants; ore processing; and various mechanical arts); dangerous alliance of local Indians with Apaches; economic crisis that results from lack of sufficient Indian labor; problem of local Indian community demands on labor force; limited value of Indians in mines; seasonality of Indian labor demands; role of mulatos in mines; fugitive Yaquis in mining towns; ff. 348-355 includes copy of points 5-10 of Neve's general report of 1783; he finds explanation of rise in banditry in unfair use of forced Indian labor; he sets limitations on coroporal punishment in mission settlements (for example - six lashes for missing mass); he considers other matters involving civil justice; notes many of bandit's crimes falsely attributed to Apaches; use of presidio labor in new presidio constructions; ff 357-361 - Ugarte grants various rights to Indians of Pueblo of Santa Maria (4 December, 1787); this includes coverage of forced labor; payment in goods and cash; reviews earlier Indian labor policy; describes poverty and hunger of Indian day laborers; lack of spiritual guidance; locations of labor; character of culture change; importance of cheap Indian labor to economy, and failure of administrators to solve problems of Indian abuse become clear in this report. Expediente, accompanied by cover sheets, concerning formation of a Comanche Poblacion, San Carlos de los Yupes, near Napestle to discuss site of new Poblacion; reports of progress in construction and settlement; aid from Spaniards in construction of village; Ugarte's support of Anza's actions and orders to Anza's successor Concha to continue efforts; resentment among Indians and methods of encouraging them to resettle; relations between Comanches and Saguaguanas; continuing hostility between Comanches and Apaches; Comanche participation in military campaigns; avoidance of unnecessary expenditures in Poblacion project; suggestion by Ugarte to establish similar Poblacion for Yutas; discussion of reasons for resettling Indians; conversion of Indians to catholicism; discussion of funding for these projects; ff. 508-510 is a Cuenta, including a table of accounts of costs incurred in the project compiled in response to Posada' request; discussion of abandonment of San Carlos settlement by Comanches after the death of one of Parauanarimuco's women, and superstitions which led to abandonment; impossibility of convincing Comanches to reoccupy site; discussion of funding of project using special funds (See also this volume, ff. 043-070) suggestion from Ugarte to occupy site with Spaniards; includes draft of letter from Florez to Ugarte containing orders to this effect; discussion of Comanches' resistance to reoccupation of site and other difficulties; suggestion from Ugarte that this type of project not be repeated. Includes a relacion summarizing several of Anza's with Navajos; use of Comanches to intimidate Navajos at meetings with Spaniards; possibility of Navajos hiding Apache horse raiders; estimates of population and military strength of Navajo nation; generally improving relations between Navajos and Spaniards; includes orders from Ugarte to Anza regarding steps to be taken to break alliance between Navajos and Apaches; Ugarte's order to elect a general to act over other Navajo captains; Navajo participation in military campaigns; mention of peaceful groups of Gilenos in Sonora; commerce between Spaniards and Navajos; importance of converting Navajos to catholicism; ff. 368-371 is a detailed report by Roque de Medina of a Series of incidents between Spaniards and Apaches in and around Arispe, in which there may have been Navajo involvement; orders from Ugarte to Anza to investigate this possibility; mention of alliance between Navajos and Mimbrenos; these orders also include suggestions regarding further subjugation of Navajos and disruption of alliance with Apaches; ff. 376-378 is a letter from Ugarte reporting to king actions taken to break alliance; ff. 380-387 are letters from Anza to Ugarte reporting compliance and successful implementation of Ugarte's orders; letter from Ugarte to Florez reporting the situation and draft of letter from Flore in response to Ugarte. Ff. 257-259 are detailed tables of accounts of money and supplies given to Comanches, Yutas, Navajos, and other friendly groups of Indians from April 1786-September 1787. Supplies, tobacco, military supplies for Indian auxiliaries, gifts to Indian leaders, shoes, and hats. Mention of gift of 500 horses and 30 mules to Indian auxiliaries. Ff. 261-276 is another Series of very detailed tables of accounts, including purchase of previously mentioned horses, allocation of 200 carbines, also for Indian auxiliaries, and tables relating distribution of these carbines and related supplies; ff. 267-27 is an account of all money spent for Indians in 1787. Tables are followed by Series of correspondence between various officials concerning funds for these expenses for 1789-1790.
