Summary
(See sequence 14 for first part of expediente) debate over whether Ugalde's appointment of Varela Bermudez as 'capitan a guerra' legal or not dependent upon assignment of Saltillo and Parras to east or west comandancia (i.e. to Nueva Vizcaya or Coahuila), because 'reglamentos' concerning militia different. Virrey decides both belong to east, that no 'capitan a guerra' necessary. Carlos IV appoints Castro and Nava to east and west comandancias, respectively. Castro and virrey fulfill request by officers Pereyta et.al. For funding of additional squadrons to defend 'vecinos,' farmers against Apaches. (L. Kerr, March 1989)

Summary
Folio 393 apparently cover page to unincluded expediente dealing with incident August 22, 1790 in which 20 men, including sargeant at presidio San Juan Bautista, killed by Lipanes. No additional information provided. Subsequent documents concern various issues and problems regarding military and militia organization. Calzado appointed interim captain of dragones, requests 'licencia' to take trip to Mexico City, discussion ensues. Rivalry alleged between 'alcades mayores' and 'comandantes generales,' wreaking detrimental results upon military operations in area, local officials deny any conflicts. Correspondence skips forward one year, group of squadron officials inform virrey of Ugalde's antagonistic behavior toward them and others, also of role in deprivation of rights. Group also disputes appointment of 'alcalde mayor' Varela Bermudez to position of 'capitan a guerra' on grounds company commander will be obviated. Varela's installation debated while implications of previously published articles, orders interpreted. After delay of one year, Ugalde declares himself obligated by law to appoint 'capitan a guerra.' Concerns request by some residents of Lampazo for appointment of one-man patrol with arms and provisions to work in conjunction with military to patrol area, to protect and advise military of Indian locations. Request resulting in civil conflict; some violently opposing proposal. Includes letter from Saez describing conflict, asking for instructions and advising about possible outcomes of proposal. Provides information regarding troops in Tato's command. Historical background of company. Established in 1727. Provides historical description of logistics under first caudillos. Funding did not begin until creation of presidio in Lampazos. Troops are loosely organized and without uniforms but assist in protection against enemies, likely reason why captain was appointed without knowledge of virrey. Vaamonde says Ugalde took troops which were essential for protection against mounting infiltration and threats to missions. Concerns Vaamonde's complaints that his authority is undermined by inefficient division of power. Virrey responds placing Vaamonde in charge of arms, saying he's not subject to Gutierrez' orders. Also orders Ramon and Cueva to join forces. Virrey questions status of Tato, apparently made capitan by deceased governor.
