Summary
Salcedo informs virrey that 7000 american troops have been stationed in Natchitoches under general Wilkinson. Includes copy of letter from Cordero to Wilkinson warning that any troops crossing over Sabinas River will be considered hostile. Cordero petitions Salcedo for reinforcements as many soldiers protecting frontier have succumbed to fever. Reply from Wilkinson denies hostile intentions. Also includes correspondence from marques de Casa Yrujo of conspiracy between Burr, Wilkinson, and Baron de Bastrop to secede western U.s. states from the union, along with takeover of Florida and parts of New Spain. Details by Casa Yrujo on U.s. president's misleading account of affair as reported to american public. Burr's movements watched closely by informant in Philadelphia known as el gordo, who is suspected by Salcedo of being double agent. (A. Tukey, August 1988)

Index of letters that are included in this Series; Bonavia establishes duty on goods entering the port of Sonora, models it on San Blas duty at meeting of junta provisional de real hacienda; letter from virrey acknowledging receipt of above letter; intendent of Guadalaxara receives information on meeting of junta provisional; long letter furnishing information on the regulations, rights, and other details of the process by which duties are Charged in San Blas, letter divided into 28 capitulos which in general discuss; the distinction between duties and taxes and the related question of jurisdiction, economic motivation for their imposition and effect on commerce and prices, importation of cotton from Panama and foreign producers and a complete list of the duties Charged on this merchandise. Cites the increased costs being suffered because of the revolution in the context of seeking additional revenue, cites the benefits to the port of San Blas because of the increase in commerce, mention made of the taxes and duties Charged on goods that are foreign but have gone through Spain before coming into the Americas, more specifically there are different rates on foreign goods that have been espanolizado depending on which american port they enter, San Blas has a privileged status in this regard; second half of letter titled derecho de entreda, duros de internacion , up until capitulo 12 has a description of duty Fee percentages, the prestamo patriotico is reduced by 1/2 percent for those who pay duties, comparison of these rates with those in Lima - compare favorably, virrey has stated that the charging of these duties should be arranged so as to most resemble reglamento Al comercio Libre del Ano de 1778, lists the taxes that will be paid on foreign goods that first are espanolizados and pass through Guatemala, Santa Fe, and Peru before passing through the port of San Blas, analysis in the change of these taxes with those that had been inuse before, lists the commodities that will be Charged duties, last part of letter goes into the context of the situation as justification for these new taxes and lastly cites all the names of those who were part of the junta general and were witness to these new changes. Population figures (comparison of current total with that at beginning of conquest), hostilities, plans to create presidio of 100 men to repel indian attacks. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Summary
Letters concerning petition of a soldier to get a raise in his salary and the denial of the same petition. Letters from and to Salcedo concerning an american scientific expedition conducted by Lewis in the River Missuri, and the suggestion that in order to protect the Spanish territory the members of the expedition should be arrested before the government of the united states oficially declares the borders of the state of Luisiana. Letters concerning the decision of the president of the united states to send expeditions to the rivers Colorado, Arkansas, San Francisco and Mississippi in order to make maps, building of a fort in Nachitoches by the american army as well as the alocation of money by the government to build two ships with 16 guns each in order to prove to the electorate that the republican government is strong. Summary
France Allied with England and savoya has declared war on Spain. Therefore, the king orders that any French ship that tries to enter Spanish ports in the colonies should be captured. English ships are expected to attack the pacific coast from Chile to Mexico. Other preparations for the defense are also advised. In his answer, Balberde Cossio reports about a punitive expedition against the Yutas and Comanches, where the Spanish army was helped by the Apaches, and gives several details about region and the Indian groups. According to some information collected during it, the French are Allied with the Canzeres, Pananas, Texas, and other Indian groups. (A. Nielsen, January 1990)
