Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Plans to subdue Apaches and local bands of delinquents before continuing with visit through taraumara; letter outlining the duties of navarro and Ugarte y Loyola advising them to be prudent with the Taraumares so as to avoid their alliance with Apaches; general outline of articles relevant to disciplinary action; outline of the real acuerdo extraordinario y Mexico 19 de abril de 1788 which dealt with the problem of abondonement of the provinces of Nueva Vizcaya; letter requesting from Ugarte y Loyola full account of punishments inflicted on prisoners; letter telling of a prisoner who has confessed to collaborating with Apaches in their raids on settlements in Nueva Vizcaya (O. Bring tranquility to territories of taraumara and Tepehuanes is to establish a political and military government, contacted Borica in order to be oriented with the relevant orders and regulations associated with government establishment, should send a party of 100 men to visit area inorder to assemble indians and apprehend malefactors, party will be under command of Bautista de elquezabal; virrey conde sanctions suggestion above puts emphasis on reduction and asks that possible ties to Apaches be investigated; informs that intendent diaz will appoint jueces territoriales to area and that formalization of government establishment will take 6-7 months; likely candidate for governorship is Borica, talks of vacancy by his possible appointment, mentions Gutierrez de la cueva and furaos as other military service record of dias and seniority which due to administrative error has not properly been claculated, asks intercession of conde in this matter; Ugarte y Loyola outlines military service records of Borica, Gutierrez de la cueva, and fueros, recommends Borica due to his knowledge of area and its indians as evidenced by his visita to area; the three (candidates for position left vacant ayudante inspector) by Bautista de elquezabal, Ugarte favors Cordero; virrey conde receives candidate lists for both positions, will recommend Gutierrez de la cueva and will take action to correct seniority situation of dias. Being abstacted here; submittal of the diario de comision and quaderno by Borica; resumption of visita throughout Nueva Vizcaya by Borica in accordance with orders received by Revilla gigedo despite the deterioration of the horses with one of the primary purposes of checking the abuse of indians within the mission system; diario de comision written for visita mentioned above; suspension of Borica's visita due to the rainy season in the remaining jurisdictions to be inspected, decision made to wait so that a proper inspection can be made, delaying the submittal of the recommendations made for the jurisdictions already inspected until entire visita conducted, no incidences of fugitive missions in areas visited so far, problems have emerged on use of indians by jueces and misioneros without remuneration and also in the administration of justice system; Borica fulfilling the duties of ayudante inspector in the villa where he is located until the rainy season passes; content of Borica's visits which include information on Spanish and indian populations, haciendas and ranches, pardon of 4 prisoners sentenced to death, 6 thieves, aprehension of various delinquents and fugitive indians from the missions and their rehabilitation, population figures for indians and comments on their activities and unjust use of their labour in agriculture performed for others, remedied this last situation, prohibited the continuation of having indians punished by judges and stimulatd them to respect ministers and apply themselves to the christian religion, inspected archives of the ruling bodies of the 24 jurisdictions for their improvement and coordination, in each pueblo a file established during visita noting number of indians in each, local circumstances, language spoken, character, property owned collectively and individually, pressures they felt and what Borica did to alleviate these, the fact that other measures still need to be implemented, advises haste on the latter, nava seeks virrey's guidance on measures still to be implemented; sealed letter from virrey conde de Revilla gigedo to the fiscal de lo civil summarizing the activities and correspondence associated with Borica's visita as has been done above; acknowledgement made by virrey of correspondence from nava on subject of Borica's visits.
