Observations of civil-military-religious relations in province. 2) ff. 126-135 Galvez' instrucciones of 1769 to barri. Discusses duties of governor and importance of stern but just punishment of indians for economic independence from missions. Discussion of governor's administration of pearl fishing, with reference to leyes de indios, previous reales ordenes and cedulas to prohibit foreigners. Better fiscal management of mines and defense to establish more missions and presidios in province. Copy consists of 26 sections, dated 9-30-1774. 3) ff. 142-144 index of 19 documents Barri sends to neve of Galvez' visita to antigua California of 1769. Brief description of each document. Dated 9-30-1774. 4) full texts of Galvez' visita/expedition of 1769, copies from 1768 to 1770. Overall impression of carefully prepared, detailed planning for military-civil-religious coordination in province. Attention to fiscal-administrative matters to establish good relations between Spanish and indians (although typically condescending towards abilities of latter group) for economic-geographic expansion in Californias. Overall idea for governing broken families to Loreto, agricultural and religious training, artesan and pearl fishing industries, rights and inheritance regulations of lands after secularization (temporalidades) from missions, specifications for architectural plans of church, plaza and homes, wages and formations of indians into militias. Production from salinas, transportation of these by canoe sacramento and paquebot la concepcion, salaries, equipment and supply rations for all levels of workers and managers, diezmos (taxes) and royal fifth on production. Coordinated defenses by military and militia of missions, neighbors and presidios to continue outward expansion to new territories. Realtionship of provincial income/outflow to real hacienda in Guadalajara, including pricing, collecting of diezmo and quinto for ramos of playing cards, gunpowder, mercury, papel sellado, and tobacco and pearl fishing and mining industries. Of special note are great details in ff. 159-160 of maritime transportation of products to and from lower California from north and to continent, and ff. 161-162 of ordenances, supplies and rations to be in effect for each type of vessel used. Disputing accuracy of reports filed by laso and rascon on conditions of indians and testimony of larusa which contradicts the favorable conditions presented by the former; mentions the misionarios apostolicos de Guadalupanos as properly abiding by standards for indian treatment set down by government; letter written to rouset de Jesus mentioning irregularities found in missions and general theme being that treatment of indians as witnessed by Borica leaves much to be desired; efforts made by Borica to alleviate sufferings of indians, gives example of correcting situation in which they are used to transport the correspondence of judges over long distances without proper supply of food or without pay, mentions Estrada as person with whom he had most opposition on this matter; travel diary from 3-29-1791 thru 4-1-1791, visits pueblo of Bernabe where he freed indians from servitude to priest and took action on their complaint of being forced to drain mines-made this Voluntary, prohibits the practice of outsiders cutting firewood from their mountains without compensation, padre doctrinero of Santa Rosalia seeking to llebar ovenciones to the indians since the time that Borica prohibited forced servitude of indians Borica responds that he does not have authority to grant request, authorities concede that indian labor is vital for the operation of the mines notes the benevolent service of laso de la bega towards indians. Summary
Correspondence between Concha, Tristan, Ugarte y Loyola, virrey and others concerning various issues relating to New Mexico of writing to serve growing population, proposal considered to to support missionaries, resulting in practices of charging Indians too much for religious services, and making Indians work off debts to padres for services that should cost far less; establishment of temporary aranceles discussed in depth; proposed, establishment of mission at Belen, also; of particular interest are tables (ff. 80-83, 104, 142) and letters (ff. 84-99 108-114, 117-126, 143-160); very informative documents, mostly concerned with Diezmos, economics and ethics. Includes lengthy oficios and autos from padres and president of Bizarron, in which explanations for recent despotic behavior toward Indians given; Argue that many of the Indians 'reduccidos' have become 'revoltosos,' insubordinate and insolent toward missionaries, some have run away; Indians present own Side in auto, asserting that mistreated by missionaries, underfed, overworked, missionaries disclaim assertions, stating that Indians have no fear of god, play card Games day and night 'hasta la Ropa que visten,' witnesses questioned; 'estado de cargo y data' of Bizarron provided, expenditures include wages, horses and supplies purchased, etc. (continued on following folios) (L. Summary
Series of lengthy 'oficios' from Ugalde to virrey concerning various matters of 'Provincias Internas'; informs virrey of reasons for dividing the 'comandancia general' between east and west, basing argument on political and military inefficiency, inequities of present situation, contends that inability to communicate quickly and directly via postal service or other method dangerous, that shortage of officers developing in east, also that personal salary inadequate for responsibilities demanded; 'comandancia' officially divided, Ugarte y Loyola 'comandante general' of west, Ugalde of east; Ugalde pursues reports that missionaries treating Indians 'reduccidos' despotically, undermining peaceful relations (continued in sequence 10).
