Series of documents concerning granting of permit to Larranaga to take care of health problems in Mexico; governor gives notice of epidemic in the capital (name is not identified in documents), when he arrived in Texas (escort also got sick upon arrival); notice is given Lipanez abandoned mission Balero, secularization of the mission is mentioned; index of documents sent to the governor Cierragorda by the viceroy; Fernandez solicits rank of captain, and to organize militia but governor disagrees for fear of creating chaos in San Luis de la Paz; viceroy asks all letter be addressed to him with their corresponding index; Serna complains about minister of Croix and asks for funds to hire a ministro de doctrina for Indians living there; fray Diaz, excommunicated teniente de las casas for misbehaving inside church building, pardon is sought for him but could not attend due to illness and high temperature. Documents consist of providencias for government and new institutions in California, correspondence between viceroy and of San Diego mission; improved communication system between Mexico and frontier regions; deployment of troops from Sonora for maximum defense of Californias and eastern provinces; purposes for pacification of Indians. Ff. 419-432 detail recruitment, transportation, settlement and protection of 70 families of colonists from Sonora for Alta California, of alleviating poverty and idleness by recruitment in Mexico; safety and choices of routes in combination of maritime and land means for transportation of settlers; desirable areas for colonization in new territories regarding protection, agricultural production, provisioning, recreation, water supply yet to extend Spanish occupation, defense and pacification plans; formation of companias volantes and militia to combat Indian hostilities and need for new regulations to do so; improvement of agricultural techniques and manufacture of domestic industries; long sections on required rations of food and other necessities, allotments of cash, markets for purchasing, selling regional commerce, supply and production of cattle, horses and mules. Cabos Sanson, Guadarrama, Goruacio posted to dragones as sargentos. Regidors donativo of Albarcones, other haciendas; flight of capitan Chibato and others from misiones due to illness- deprivation-mistreatment experienced, plans to resettle -care for above at San Christoval and Concepcion; criminal penalties for Indian mistreatment; Garcia Davila censured for Indian abuse; order to arrest Ballesteros for theft of records; extradition and transport Indian prisoner Montes to Nuevo Santander. Summary
Acknowledges royal orders re: change Indians' tribute status at age 18; governor's control over estate (inheritance) tax and sail cloth sales tax; promoting hemp, flax cultivation. Discussion of new converts at misiones: Concepcion, Purificacion, and San Chrystoval, San Miguel--latter having few neophytes and low subsistence thus relieved of tribute. San Miguel defended against depredations by Tlaxcalteco cavalry and archers. Discussion of nitrate mine reestablishment in valle de Guaxuco (no other in province), royal orders concerning benefits and nitrate valuation as per assayed and costs of extraction-transport. Correspondence concerning officers posted to Santianez's command: Echeagaray (teniente), Cayetano de Tixerina (alferez al capitan), Urresti (segundo alferez). (J. Higgins, January 1989)
