Summary
Reyes and Ugarte y Loyola submit informes to Galvez noting disastrous condition of missions and towns. Proposal to create Custodia de San Carlos and movement of capital to Ures. Reyes reports having walked to Arispe, seeing 14 mission towns, their churches and houses almost in ruins. Reports that Indians are without respect and obedience to their priests. Spoke with comandante general who shared bishop's goal of saving important province of Sonora from ruin. The two make plans for founding Custodia de San Carlos, rebuilding churches, missionaries' homes and cultivating of lands. Reyes asks that Galvez publish such a mandate to motivate Indians and Spaniards to work and pay administrative fees. Reports of prison being built (materials used included) but other spendings and buildings ordered by king will be lost. Describes Arispe terrain as sterile and without pasture and with little water, wood, and other building materials. In contrast, Vega de Ures is described as very fertile. These two locations along with Banamichi are evaluated as potential capital sites. Specific administrative plans for leaders and governing regulations. Indian drunkenness and spies are mentioned. (J. Seris' petition to move to a settlement other than that of the Pitic. Summary
Around midnight on August 31, 1805, steady rain breaches Arroyo, floods Croix. Casas moves entire population first to Piedras, then to Forlon (between Llera, Escandon), only defensible high-ground in area. Speaks of three years of extraordinary dryness, one of excessive rain. paperwork to make move permanent, report on natural resources of Forlon. Calleja objects that settling in Forlon leaves ranches near old Croix sin auxilios espirituales, ni temporales, open to attack by Tamaulipos; requires Villa be reestablished at Piedras, but promises to allow new Villa at Forlon if more than 30 people want to stay. Much debate of relative merits, disadvantages of each site; detailed geographic description of Forlon to demonstrate superiority to Piedras, signed by many vecinos. Order given to move everyone to Piedras, but some refuse to leave Forlon. All religious effects moved back to Piedras. Yturbe gives official threat that anyone remaining in Forlon will be rigorously prosecuted (may - F.193). Inventory of all church property (f.203). Summary
Vague documents concerning civilian complaint of rule forbidding cutting wood on land around Presas, apparently claimed by J.e. Serna; wood needed to build houses. Serna asks time off for his health. Long, literate letter by Gonzales de Paredes, signed by all members of Milicia, some vecinos, indicting Serna for incompetence, arrogance. Serna arrested in San Carlos for disobeying Yxart's order to appear in court (in Presas), but soon released. (A. Dean, July 1989)
