Summary
Reyes and Ugarte y Loyola submit informes to Galvez noting disastrous condition of missions and towns. Proposal to create Custodia de San Carlos and movement of capital to Ures. Reyes reports having walked to Arispe, seeing 14 mission towns, their churches and houses almost in ruins. Reports that Indians are without respect and obedience to their priests. Spoke with comandante general who shared bishop's goal of saving important province of Sonora from ruin. The two make plans for founding Custodia de San Carlos, rebuilding churches, missionaries' homes and cultivating of lands. Reyes asks that Galvez publish such a mandate to motivate Indians and Spaniards to work and pay administrative fees. Reports of prison being built (materials used included) but other spendings and buildings ordered by king will be lost. Describes Arispe terrain as sterile and without pasture and with little water, wood, and other building materials. In contrast, Vega de Ures is described as very fertile. These two locations along with Banamichi are evaluated as potential capital sites. Specific administrative plans for leaders and governing regulations. Indian drunkenness and spies are mentioned. (J. Military chaplain has been administering sacraments to Seris in absence of real missionary, but one is needed soon at Pitic. Description of sacraments. now that mission San Ignacio de Onavas has been established for Seris, reduccion should begin in earnest to rid them of their depraved customs. Martinez is named missionary, plans to start baptisms, formal services, breeding livestock at mission to feed Seris, building Adobe houses for them, clothing them properly. Claims Seris readily accept christianity. Mentions fiscal matters of mission, transactions with treasury. (A. Dean, may 1989)

Summary
Accounts from San Francisco's presidio from 1776-1781, description of its creation since moragas arrival. Plan of San Francisco's presidio. Receipts from workers with detailed description of materials used and amount of labor required. Description of presidio and the advantages of moving it closer to the barracks to protect San Francisco's port. Letter asking for money to cover expenses for years 1785-1794 and advising not to change the location of the presidio to a more Solid land, instead a convent should be established in San Francisco to produce some monetary gain and conquer the Indians. Correspondence back and forth regarding relocation of presidio, finally permission is denied. Informe sent by Cordova describes how due to the close location of the presidio to the beach, and its construction (Barro y Adobe), every time they have to fire the canons in order to protect themselves the walls of the presidio crumble. Summary
Castro comments on Nava's proposals for presidio, asking that cost study be done before he makes decision. Nava gives info on construction materials, details of design of proposed presidio. Suggests that prison labor be used, that funds could be taken from primera volante's fondo de gratificacion; estimates that with those measure total cost for presidio would be 9-10,000 pesos. Includes sketch of proposed presidio with explanation of use of various buildings shown in drawing. Castro adds suggestions to Nava's plan, but judges that presidio would be ineffective due to geography and inability of soldiers to patrol all the area that Indians use; also states that Indians (Tamaulipos) are too fierce to be contained by reduccion. Budget for plan included. Castro chides Nava for stating that northern Villas had no urgent problems with Indians without first visiting area or consulting topographic map. (O. Velez, February 1990)

Summary
Concerns alleged mistreatment of Pisones by missionaries at Ygollo; presentation, verification of charges a lengthy process, issue continues in sequences 3 and 4. Gimenes, captain of Pisones, outlines poor administration of mission, mistreatment of Pisones who inhabit area and care for mission livestock. Beseeches governor to finish construction on church first promised them in 1749. Informs him that Indians started building church years earlier, also do mission farming, but that reverand fathers have them working 'enero a enero' without payment, assistance or food, only reward is death. One Father left with large sum of mission's money. Gimenes has instructed Indians to cease construction of church until conditions improve; Ramirez sent by governor to investigate situation; in subsequent autos, other sides of issue heard. Fathers offer defense in missives to pizzaro; following autos, various inventories made over years of ecclesiastical and secular goods at Ygollo, testimonios verifying information; individuals testify to treatment of Pisones, knowledge of inventory, quality and quantity of harvests, livestock at mission.
