Reyes and Ugarte y Loyola submit informes to Galvez noting disastrous condition of missions and towns. Proposal to create Custodia de San Carlos and movement of capital to Ures. Reyes reports having walked to Arispe, seeing 14 mission towns, their churches and houses almost in ruins. Reports that Indians are without respect and obedience to their priests. Spoke with comandante general who shared bishop's goal of saving important province of Sonora from ruin. The two make plans for founding Custodia de San Carlos, rebuilding churches, missionaries' homes and cultivating of lands. Reyes asks that Galvez publish such a mandate to motivate Indians and Spaniards to work and pay administrative fees. Reports of prison being built (materials used included) but other spendings and buildings ordered by king will be lost. Describes Arispe terrain as sterile and without pasture and with little water, wood, and other building materials. In contrast, Vega de Ures is described as very fertile. These two locations along with Banamichi are evaluated as potential capital sites. Specific administrative plans for leaders and governing regulations. Indian drunkenness and spies are mentioned. (J. Garcia conde petitions virrey for additional weapons and training funds to eradicate Opata depredations along northwestern frontier. Also requests more tobacco, corn and meat rations for distribution to Apaches for agreeing to peace treaty. Garcia conde attributes actions of Opatas to conditions of misery which the Spaniards have left unattended, and contends that Apaches will follow suit if nothing is done. (A. Tukey, March 1989)

Letter from aspee to virrey requesting permit to investigate conflict between Indians and Alferez Owner of hacienda; Indians complaining ditch was made in planted land without their agreement; Alferez argues water will benefit harvest, and that he paid Indians six pesos for their agreement; fiscalia sides with Alferez (D. Inventory of gifts received from Lipanes as peace offerings for years 1802 and 1803. Value of each gift estimated. Offerings included cigars, sweets, corn, cattle, mules, and other livestock (A. Tukey, January 1989).

Includes 'diligencias' concerning 'remate' of goods from Santo Toribio de Lievana mission, sworn statment that only best bids accepted, names of 'postores,' amount of 'posturas,' items bought; statement by Sierragorda that copies of original document accurate, that money from auction in his possession; official 'Cuenta' of money received; 'diligencia' concerning 'remate' of goods from San Juan Nepomuceno de Helguera mission, money used to purchase supplies (corn, rice) for new Helguera mission. Concerns the annual funding of account gastos de paz established for Coahuila and administered by Ugalde, surplus may be used to pay off scribes and assistants, mentions periodic reporting requirements (letter interrupted by other documents resumes on ff. 0485), traces transmittal of documents related to this account over the years 1788, 1789 in which Indian groups for which it was intended find themselves at war with Spanish, resulting surplus is to be sent to treasury or the Bahia presidio, communication of this information to Loyola; letter in which Ugalde has contended that the annual amount designated for the aforementioned account was not distributed by San Luis Potosi for the year 1788, Yermo who was to distribute funds had previous commitment to fund presidio and resources were used in this manner, Ugalde allowed to request money from Yermo but because each request must be accompanied by explanation and justification, control which Ugalde had expected is missing, one reason for this administrative apparatus is to preclude the duplication of gratificationes by other provinces to the same Indian groups, mentions other costs such as military supplies for horses, surgeons salary, and prisoners, further explanation of methods of making transactions so as to enhance coordination of the intendente of Potosi with Ugalde. Flores agreeing with Ugalde on matters concerning commerce with Comanches (discussed in previous folios) and trade in the form of gratificaciones with the Lipanes and Mescaleros which add up to 6.000 pesos annually; Antonio Flores approving the sum stated above in a letter to Mangino. Money to be taken out of the caja real of San Luis Potosi; Mangino's letter describing the arrangements so that these orders are carried out; letter from junta Superior de real hacienda approving the amount mentioned; mention made of another gratificacion of 6.000 for the Comanches given by the caja de Chihuahua with an appeal made that it be suspended, mobilization of the compania de la bahia under the command of Cortes to safe guard the area near the Valle de Santa Rosa and part of the 6.000 will be used to pay Indian auxiliaries, mentions the fact that the distribution and administrative costs associated with the 6.000 pesos have forced him to employ two scribes and one assistant towards these efforts all of which have been paid by him. Letter from Calleja requesting information on status of disease in towns, haciendas, and ranches; letter making it clear that geographical impediments have resulted in some people not being reached by medical attention and therefore still suffering from disease; despite fevers, the city of Linares and the Valley of Pilon were able to produce enough of a corn harvest to meet their food supply needs; Herrera informs Calleja that the fever has struck his area for a second time; discussing measures to be taken in reference to the latest development above.
