Various Parral officials, including capitan comandante de milicias Nicolas de Bustamante, complain about escandolos publicos and gente ociosa in Parral and prohibit public congregations in the Side streets (vendimias), where pecados between men and women frequently occur, as well as fandangos in private homes without a license, juegos de naipes, etc. All gente ociosas, Sin destino are to be arrested and put to work in mines. juegos de pelota, and firing arms after dark also forbidden. Related document, also by Bustamante (2/23/1787) states that no vecinos or sirvientes can leave their pueblos, haciendas or Ranchos without written permission of alcalde o de el Senor Cura o de el respectivo dueno de hacienda o rancho.
