Indian attack on hacienda de sandinas; letter describing the efforts of lozaya and moral to apprehend indian attackers; Emparan sends out lozaya to hacienda sandinas to bring back two indians (mescaleros) who arrived at hacienda in peace; empazan uses the example of the apprehended prisoners to justify his request for additional troops; letter describing an indian attack in which two indians were killed, one from mission, also capitan lombrana (indian); Gutierrez de la cueva speaks of indians who are seeking a peace treaty; guiterrez again writes of the indians that came to seek a peace treaty and the reasons why he thinks that they are possibly spies who are sizing up the settlement for a later attack. Responsible for attacks on Nueva Vizcaya; lengthy account on how local people in settlements collaborated with Apaches and other bands to attack towns- gives names of towns involved and indians collaborating; Ugarte y Loyola asking for more autonomy in handling indian disturbances, seeks to have a previous order limiting his jurisdiction rescinded; points out which towns have been more prone to this type of sabotage, offers suggestions on how to proceed; response to letter above telling Ugarte y Loyola to proceed as originally directed with regard to sentencing and refusal of his suggested reforms; Ugarte y Loyola agrees to work with auditor de guerra on sentencing and send more troops to areas affected by problem of collaboration. Being abstacted here; submittal of the diario de comision and quaderno by Borica; resumption of visita throughout Nueva Vizcaya by Borica in accordance with orders received by Revilla gigedo despite the deterioration of the horses with one of the primary purposes of checking the abuse of indians within the mission system; diario de comision written for visita mentioned above; suspension of Borica's visita due to the rainy season in the remaining jurisdictions to be inspected, decision made to wait so that a proper inspection can be made, delaying the submittal of the recommendations made for the jurisdictions already inspected until entire visita conducted, no incidences of fugitive missions in areas visited so far, problems have emerged on use of indians by jueces and misioneros without remuneration and also in the administration of justice system; Borica fulfilling the duties of ayudante inspector in the villa where he is located until the rainy season passes; content of Borica's visits which include information on Spanish and indian populations, haciendas and ranches, pardon of 4 prisoners sentenced to death, 6 thieves, aprehension of various delinquents and fugitive indians from the missions and their rehabilitation, population figures for indians and comments on their activities and unjust use of their labour in agriculture performed for others, remedied this last situation, prohibited the continuation of having indians punished by judges and stimulatd them to respect ministers and apply themselves to the christian religion, inspected archives of the ruling bodies of the 24 jurisdictions for their improvement and coordination, in each pueblo a file established during visita noting number of indians in each, local circumstances, language spoken, character, property owned collectively and individually, pressures they felt and what Borica did to alleviate these, the fact that other measures still need to be implemented, advises haste on the latter, nava seeks virrey's guidance on measures still to be implemented; sealed letter from virrey conde de Revilla gigedo to the fiscal de lo civil summarizing the activities and correspondence associated with Borica's visita as has been done above; acknowledgement made by virrey of correspondence from nava on subject of Borica's visits. Concerns planned campaign by Ugarte to Coahuila to determine true conditions and relations with Mescaleros, Lipanes and Gilenos in area. Provides locations of each tribe. Plans to meet with friendly Mescaleros and visit Lipan rancherias to remind them of previous friendship with Spanish. says Lipanes know him from days as governor and will respect his request to lay down arms. Ugarte plans to leave Diaz and Cordero in command during his absence. Virrey leave only one man in charge of each province because military should be responsible to only one leader. Includes letter by Sierra Gorda saying must offer reasonable conditions to Lipanes if requesting peace. Includes set of letters to Emparan giving him military advice. Collection of copies of letters sent to Ugarte describing present conditions of Mescaleros in Norte and Diaz' plans to unite nation when Ugalde's retreat is assured. Conditions reported by three governors. says Ugalde refused Lipan request for peace. Indians deny accusations of theft in Norte, saying soldiers could follow them to verify peaceful intentions. Describes results of Diaz' campaign with Mescaleros. Gilenos flee after attempts to contact. Mescaleros responsible for burning property and theft of cattle. Final report says Ugarte believed damages done by Gilenos until advised of theft of 1450 cows and murder of 22 soldiers by Mescaleros. Documents also discuss rumored death of several Indian capitans being held in Spanish prisons. (M. Dannemiller, February 1989)

Summary
Concerns agreements made by Ugarte and Ugalde and current conditions and military events in provincias. Concerns best plan for defense and cooperation in both areas. Discusses troop movement and relocation for mutual assistance. Informs virrey that to comply with his request, some companies and half of compania volante have been transferred to Ugalde leaving several areas very weak. says just as troops left, Mescaleros began raids. Mescaleros continue to raid although some troops not in use by Ugalde. says Ugalde has greatest portion of soldiers yet does not protect. Includes copies of correspondence with Ugalde. Sends virrey information regarding first positive effects of agreements. Describes movement of campaigns resulting in several deaths and dismembered ears as proof of same. says in three years, 1,336 documented deaths. (M. Dannemiller, February 1989)

Summary
Contains account of campaign near Rio Grande in response to reported sighting and theft of 300 cows. Contains description of pursuit. As a result of campaign, Emparan discovers 20 murdered soldiers. Provides description of terrain and scene of raid. Emparan informs virrey and requests he recommend pensions for widows to king. Virrey requests information assuring that men died defending themselves. Provides list of soldier's names and complete testimonies of six witnesses. Witness accounts contain lengthy, detailed descriptions of battle scene including position of cadavers, bullet fragments, clothing and arms. Accounts relate probable action of soldiers and assurance that although greatly outnumbered, none fled. Ugarte signs testimonies and certifies that proper paper for autos was unavailable; use of alternate paper required due to urgency of matter. (M. Dannemiller, February 1989)

Concerns Vaamonde's complaint that he is unable to properly protect provincia without two companies taken by Ugalde. says troops he does have lack military uniforms, arms, horses and have difficulty feeding their families. Indian attacks result in murders, deterioration of commerce and difficulties for curas. Includes accounts by Gomez describing raids and murders in ranches and activities and movement of attacking Indians. says soldiers in remaining troops must work in fields, can't afford to leave. says Ugalde has taken more than just two companies. Requests virrey to return both. says Ugalde's inappropriate attacks on peaceful rancherias resulted in increased Indian insolence. Virrey says Vaamonde must take issues to Ugalde. says should be receiving assistance from other provincias but policy allows individual governors to determine where assistance is needed. Summary
Espadas desires to punish Carancahuazes who, along with others, have exhibited increasingly cruel hostilities. Espadas has made attacks resulting in several injured and murdered Indians. Includes oficios from commanding officers describing campaign, its causes and results. Contains description of assaults and robberies by Indians. says civilians Volunteered for campaign and Indians from missions served as spies to explore territory. During attack many Indians escaped into rivers. explains need for six military boats for use from Nueces where Indians make summer home on fertile Isle to Varada, their winter home. Virrey responds saying attacks by Apaches and others would be less severe if Ugalde would cooperate with Ugarte. says resentments greatly displease him and orders him to loan troops to provide best service to king. Summary
Ugalde kills 2 Mescaleros, captures 66 that were under the pretense of peace. Brings in troops from other areas. Gives complete description of soldiers and assignments during ambush. All were to meet in Zaguan. White handkerchief to be sign sent Arendano to Rancheria to capture or murder anyone there. Long description of speech he made. Capture of Indians and number of heads brought of Indians who hadn't attended. Suggests promotions for officials involved. Assisted by Gutierrez who knew language and customs because he had been kidnapped for 6 years. Ugalde expected Picax-Ande to direct campaign in search of enemy but due to scheduled Lipan buffalo slaughter, Picax-Ande will be delayed 2 months. He promises to capture or kill all Mescaleros in area. Mescalero captain sends messenger with request for peace, to which Ugalde responds that he is willing to negotiate new agreement but demands such as arms training are not sensible. Contains and residents. After hours of discussion and an expedition in area, Ugalde learns from Picax-Ande that Mescaleros did not actually expect peace and had plotted revenge that resulted in several raids that included murder and theft of horses. Ugalde demands an explanation from guifie-gurya which is given in detail. Quifie-Gusya says he will return with all who had accepted peace to be placed in location selected by Ugalde. Most arrive a week later, Yacolk-su choosing to take command of nearby Apache tribe. Ugalde sends Gutierrez to Rancheria to observe activities and informs him that Apaches are restless, well armed and surely planning to murder Ugalde. Captains in town repeatedly offer to take him to See rancherias finally with all present. He offers peace, says all must attend and sends detachment to watch Rancheria. Includes list of Indians murdered and captured by sex and tribe. Virrey approves of action and recommends his promotion to brigadier to king. (M. Dannemiller, December 1988)
